I’m sending you this e-mail to acknowledge that DHS General Counsel, Amy Akbay, DHS Commissioner, Lucinda Jesson and myself have received your voice mail and e-mail messages. However, since this is a matter pending before the DHS Fair Hearings area, we feel it would be inappropriate to weigh in on any of your substantive concerns at this time. Fair Hearings has not yet had a chance to hear your complaint nor rendered a decision. Conceivably you may get a judgment in your favor which would render many of your concerns moot. With regard to your question on challenging a judge’s impartiality, I would direct you to contact Inta Sellars or Louis Thayer who are the DHS Fair Hearing Co-Chief Judges.     Appeals and Regulations     conducts hearings when applicants or recipients appeal a delay in their application or a denial, reduction, suspension or termination of financial assistance or social services. This area also provides support for all the department's divisions in the development of administrative rules that govern department programs, and edits and maintains department manuals and bulletins. This area also handles appeals from long-term care providers regarding the payment rates established by the department. This area also reviews appeals from hospitals and physicians of Medical Assistance and General Assistance Medical Care denials of payment for in-patient hospital services.     About the Council
    As the legislative body, the City Council is responsible for setting City policy through ordinances and resolutions. The Council also has sole responsibility for adopting the City’s budget. The Council legislates by passing Ordinances which become City laws. The Council also makes performance auditing decisions and monitors the operation and performance of city agencies and holds regular oversight hearings on city departments to determine how programs are working and whether budgeted funds are being spent well. In its decision-making roles, the City Council actively involves public through its weekly public meetings. (NOTE: The meetings are seen live on cable TV and via webcast.
