Minnesota Code of Judicial Conduct The Code of Judicial Conduct establishes standards for the ethical conduct of judges to reflect the responsibilities of the judicial office as a public trust and to promote confidence in our legal system. The Code and its individual Canons are designed to provide guidance to judges and candidates for judicial office and to provide a framework for the regulation of conduct through the Board on Judicial Standards. At the same time, the text embodies standards of judicial and personal conduct intended to be binding on judges and candidates for judicial office.

I’m sending you this e-mail to acknowledge that DHS General Counsel, Amy Akbay, DHS Commissioner, Lucinda Jesson and myself have received your voice mail and e-mail messages. However, since this is a matter pending before the DHS Fair Hearings area, we feel it would be inappropriate to weigh in on any of your substantive concerns at this time. Fair Hearings has not yet had a chance to hear your complaint nor rendered a decision. Conceivably you may get a judgment in your favor which would render many of your concerns moot. With regard to your question on challenging a judge’s impartiality, I would direct you to contact Inta Sellars or Louis Thayer who are the DHS Fair Hearing Co-Chief Judges. I’ve included both Louis and Inta’s phone numbers below for your convenience.
